For the release-related record:
After investigation, this is not a general failure to handle multi-volume in
tar, but a case of a particular tar archive created on another system that the
tar shipping with Debian will not properly unpack if the multi-volume switch
is included when not needed. It unpacks fine if the multi-volume switch is
omitted.
I do not believe this is a critical bug.
