No, Perl (the non-base parts) must not use Pre-Depends and nothing may
specify a Pre-Depends on libc5-dev.
Perl should be changed as follows:
1. It should be split into perlbase and other parts, perhaps the docs
want to be separate too. In any case there need to be at least 2
parts.
2. The .ph files should be distributed in the Perl package and not
made with h2ph on the user's system.
