Should xemacs provide: emacs to deal with this?
The only problem that I see with this is that elisp files compiled with
the current version of emacs (19.29+ actually) don't work in xemacs.
The xemacs folks have tried to follow the GNU lead on byte-compiling but
gave up after a few switches.  But the current xemacs format (pre 19.29
Emacs) works in both xemacs and emacs...

So, if we wait to have an elisp package depend on emacs | xemacs, the
installer can know that the package in question will actually work under
xemacs.
