Bug#5012: x3270 can only be installed using X11

xset is used to "rehash the font path" after installing some x3270-specific
fonts. This is recommended by the upstream maintainer to register the fonts
so that they be used *immediately*. How else can I do that without shutting
X11 down?
 
But I'll wrap a test for $DISPLAY around the call for xset, and will
not execute xset unless I think X11 is running.
