Bug#4817: apache seeks CGI scripts under /usr

       CGI scripts are looked for in /usr/lib/httpd/cgi-bin;

   This is broken; consider a read-only or shared /usr.

You can add a ScriptAlias for your local CGI scripts in the
conf. files if you want additional scripts.
