Yes, I agree 100%.

but this thread wasn't about making dpkg setuid root.  

the thread was about a proposed Tk version of dselect.  I responded with a
few ideas & suggestions, including a one paragraph note about the need to
think carefully about whether this proposed tkdselect should be suid
root...if so, it should be executable only by those in a special group.

I use dpkg as non-root at least once every day...as you say, 'dpkg -l' and
'dpkg -s' are very useful tools.
