Bug#4953: fvwm doesn't include /usr/lib/X11/fvwm/system.fvwmrc

Trying to bring up a new system, I was befuddled that X was exiting as
soon as it started.  Turns out this was not an XF86Config issue, the
.xsession-errors had the line:
fvwm: can't open /usr/lib/X11/fvwm/system.fvwmrc or /root/.fvwmrc
and, dpkg -l indicates that fvwm has been installed correctly, and
dpkg -S implies that system.fvwmrc should be supplied by fvwm.
