Bug#4952: procps thinks the line is longer than it is.

ps -auxww seems to think that the line is much longer than it really
is.  Here's example output of ps -auxww on one of my systems on a 132
column screen using procps_1.09-0:

I know that it says the following in the manpage:

w    wide output: don't truncate command lines to fit on one line.  To
     be exact, every w that is specified will add another possible line
     to the output. If the space isn't needed it isn't used. You may up

But 1) it says if the space isn't needed, it isn't used and 2) the
manpage didn't change between 0.99-3 and 1.09-0 but the behaviour did.
I *much* prefer the old behaviour.
