Bug#4949: Sysvinit 2.64-1 has a dangling symlink

Sysvinit has a dangling symlink pointing to a file that doesn't exist
anywhere:
dpkg -c sysvinit_2.64-1.deb | grep initrunlvl
lrwxrwxrwx root/root 0 Jul 5 08:10 1996 var/log/initrunlvl -> /etc/initrunlvl
I've looked through the various manpages trying to determine what this
might do. I didn't find anything for that.
I did find the initdefault entry in inittab(5) as well as a binary
called /sbin/runlevel that will tell you the current runlevel. But
these are only guesses.
