I think you can add :

 * Fix packages    providing emacs lisp code   to  use the   new emacs
starting scheme with debian-rundir.el. These packages shouldn't modify
the  site-start.el  file  anymore      and instead  put  a   file   in
/etc/emacs/site-start.d with  the naming convention XYpackage.el where
XY is the scheduling init level.
