"non-US" setup

A couple things about the "non-US" site at ftp.inf.tu-dresden.de...

 - There are packages in the "contrib" directory along with source.  Is
   this the "Incoming" directory?  Will the ".deb" files be moved under
   "binary-i386"?

 - There is currently no "Packages" and "Packages.gz" file.  Are there
   plans to generate one nightly?
