cron-uploader on chiark

This is now reenabled and accessible again. Please see
<URL:ftp://ftp.chiark.greenend.org.uk/pub/debian/private/project/README.how-to-upload>,
a copy of which is below.

Thanks,
Ian.

To get files uploaded to master.debian.org via chiark:

1. Upload it to ftp.chiark.greenend.org.uk in the
   directory /pub/debian/private/project/Incoming.
2. Move the files using RENAME to the directory .../project/queue.

If you want to abort an upload you may delete files from Incoming or
queue. Do not simply upload to queue, as chiark may start to transfer
the file to master.debian.org before you're finished uploading it.

If an upload to chiark fails for you please delete the broken copies
of files yourself - thanks.

Please do not quote the names of the queue and Incoming directories
except when necessary; this will avoid people uploading to them
without reading this file - if they do then bad things will happen,
like leftover and corrupted files.

Please report problems &c to <debupload@chiark.greenend.org.uk>.
