Bug#4731: auto-pgp uses wrong paths

The pgp directory should be $HOME/.pgp by default because this is what
pgp uses.
The config_l_bindir needs to be /usr/bin, not ./debian-tmp/usr/bin
These changes apply to pgp-auto, pgp-pixie and pgp-decrypt
