Bug#4718: generic clunkiness in diald

Imagine configuring a debian system to use the ftp method under dselect
to provide the debian packages. The user would plausibly enter local
ip address and gateway address while configuring the base system -- diald
doesn't pick these up.
Further, diald won't install till perl has been downloaded and installed.
This is a big package. [Also, dselect will need ftp (netstd -- moderately
big), and cpp (or worse, gcc + binutils + libc5) -- but this is outside
the scope of diald.]
