I agree. I use tcsh as my root shell, too. And it really _isn't_
that big.
Of course, you will have to ensure that it does not use any dynamic
libraries located on /usr, and that may increase its size.

No. /usr/local is completely for local admin. Nothing should go there
unless it is setup for local admin (eg. special directories)
