Why not? It just makes it easier for the sysadmin to handle whether
she wants to run pppd all the time or not. You could put a
/usr/doc/ppp/Readme.Debian that explains how to install the links with
update-rc.d.

Seriously - does anyone else think providing the /etc/init.d/ file
without links for optional daemons is a problem?
