Bug#4675: libc5-dev: net headers are very incomplete

I'm trying to port the latest version of gated, and having trouble
because /usr/include/net is missing some important files (e.g.: ip.h,
route.h)--in fact, there are fewer than a dozen files in there, whereas
/usr/src/linux/include/net seems to have over 40.  I'm not sure of the
right way to fix this, but right now there's not enough there to build
gated.  Unfortunately, just linking /usr/src/linux/include/net to
/usr/include/net doesn't seem to help much--quite a confused mess.
