Bug#4674: ppp postinst bugs

I think there are many bugs here:
 1. Incorrect invocation of update-rc.d.
 2. Failure to spot non-zero exit status of update-rc.d.
 3. Not everyone installing ppp will want pppd started automatically.
 4. Strange and unexplained output.
