Bug#4097: smail cron jobs don't test if smail is installed

After removing smail, cron keeps trying and failing to execute /usr/lib/smail/checkerr
every day out of /etc/cron.daily/smail that does not exist anymore.
Proposed fix: check for existence of /etc/cron.daily/smail before running.
