Bug#4065: FEATURE(local_procmail) needs manual override to /usr/bin

Version: 8.7.5-4

This line in sendmail.mc:

    FEATURE(local_procmail)

doesn't work, because it's looking in /usr/local/bin.  This works:

    FEATURE(local_procmail, `/usr/bin/procmail')

(assuming the procmail package is installed), but it shouldn't be
necessary to do this as procmail is a standard Debian package.
/usr/lib/sendmail.cf/features/local_procmail.m4 should have its embedded
path changed.
