Bug#3252: base template /usr/info/dir malformed

Buddha Buck tells me that the 1.1.0-7 /usr/info/dir file ends like
this:

> General Commands

There should be a blank line after `* Menu'; otherwise install-info
generates a separate Miscellaneous section.

Also, I think that `General Commands' should be called
`Miscellaneous', since it will be used (by install-info) for any info
pages which don't specify a section and not just for commands.
