Bug#3249: `sa' manpage and implementation don't agree

The manpage and info documentation for sa describe a much better
program than is installed as /usr/bin/sa.

The documented program supports many more options; at least -D and -k
are missing from the implementation.

The documentation says that fields are labelled; they do not appear to
be:
