Version 5.002-9 is ready to be uploaded and recommends libc5-dev. I was
reading debian-devel to make sure that I didn't miss something nasty.

That's my plan for -10 but I wanted to make sure that I:
1) got a package into the release that had a correct Recommends
2) got it right
