Bug#3174: set -i doesn't work in bash

According to the interactive help, set -i makes the shell interactive.
[The manual page doesn't mention this the shell builtin set, but
the manual page isn't supposed to be authorative. info doesn't
mention it either, but info isn't a complete reference either.]
Aside: the display of the line 'function' from the help builtin
is different when you say 'help function' than when you say
help | grep function.
[Further aside: the info pages don't adequately cover syntactic
features of the language -- I don't know if this is actually
related to this inconsistent treatment of set -i.]
