Bug#3168: dvipsk doesn't use /etc/papersize

dvipsk doesn't use /etc/papersize to select the right paper
size. Instead, the user is expcted to edit
/usr/lib/texmf/dvips/config.ps.

IMHO, during the installation, dvipsk should use /etc/papersize if it
exists. If it doesn't exist, prompt the user for the default papersize
and create /etc/papersize.
