We have two proposals on the table:

1.  The ae kaymappings we've been using, with ^R, ^W, ^C aliases added:
File read and write     SF3,^R SF4,^W   Left, down, up, right   arrow keys
exit, abort             F10,^C SF10     Word left and right     F5 F6
Macros                  SF2             Page down and up        PgDn PgUp
Help on and off         F1              Front and end of line   SF5 SF6
Version, Redraw         SF1 F8          Top and bottom of file  Home End
Insert                  typed keys      Delete left and right   BACKSPACE DEL
Literal escape          INS             Block, cut, paste       F2  F3  F4
Undo                    F9              Invert case             F7

2.  The standard ae modeless keymappings from upstream:
File read and write     ^R  ^W          Left, down, up, right   arrow keys
Version, quit           ^K^V  ^C  ^K^C  Word left and right     ^A  ^D
Macros                  ^KM             Page down and up        ^N  ^P
Help on and off         F1              Front and end of line   ^F  ^E
Redraw                  ^L              Top and bottom of file  ^T  ^B
Insert                  typed keys      Delete left and right   BACKSPACE ^X

(and, actually, help=F1 would be a problem here)

I don't think there's a problem adding keymappings to support both,
but I can't fit the help info for both on the menus, as shown above.

I'm voting for #1, and that's what I'll do unless convinced or directed
otherwise by, say, tomorrow evening.
