Bug#3151: Sendmail runs too late

The sendmail startup links were moved to level 45 (S45) instead of
the default of 20. If any program tries to send a mail message during
boot, the sendmail-startup script will think sendmail is already
running (it is, but not in daemon mode) and sendmail will NOT be started.
That's one of the reasons I moved INN to level 21, because it sends
mail. However the latest sendmail breaks when installed together with
INN for the above described reason.
