Bug#3102: top has problems when not on console

When I come in with a vt100, top puts notations like <3> or <5> at the
end of each line.

[Aside: when rows and cols are set to 0 it doesn't act very reasonably.
Reasonable would be refusing to run with a hint to set rows and cols.
Reasonable would be querying the terminal for its size.  But top displays
a few lines, indicating that it's functioning ok (except for the trailers
on those lines) and displays no proceses.]

I'm using linux kernel 1.99.7
