Bug#3101: dchanges warnings

1.  I seem to be getting an erronious warning from dchanges.
    Here's a sample of what I'm seeing:

  root:work# dchanges -n pri=Routine pgp="Bill Mitchell <mitchell@debian.org>" ce=cvs*1/changes cvs-1.8.1-1.tar.gz cvs-1.8.1-1.diff.gz cvs-1.8.1-1.i386.deb
  Deb file ok: cvs-1.8.1-1.i386.deb
  Source file ok: cvs-1.8.1-1.tar.gz
  Source diff file ok: cvs-1.8.1-1.diff.gz
  WARNING: no priority defined for cvs-1.8.1-1.i386.deb, using extra
  1 warning(s) - hit return to continue

2.  I routinely run dchanges from a script.  Prompting "hit return to
    continue" stops me cold.  I'd like warning and error messages just
    spewed out to stderr, with precessing continuing after a warning and
    an error exit on errors.
