Bug#3081: problem with '-' in syslog.conf

The '-' used in syslog.conf to prevent immediate flushing of the logs doesn't
work -- after an /etc/init.d/syslogd restart, I end up with no logs at
all. This may be related to a previous bug I submitted about
/etc/init.d/syslogd restart not seeming to work.
