Inconsistant package names.

While working on the base upgrade, I have found 3 cases where the package
name on the .deb file and the package name used by dpkg -s are not the
same:

ld.so => ldso
sh-utils => shellutils
sysklogd => syslogd

I understand the reason for all but the last one. Is there some reason
(other than Murphy) that the package name sysklogd can not appear in the
control file Package: field?
