Bug#2891: taper documentation is missing

I have "top" [1] by Karel Kubat in a half-packaged state here. If someone
wants to package it, I'd be happy to help or to do an "experimental" release.

It is not yet completely packaged because is not yet FSSTND-clean. I have an
ugly symlink from /etc/tob/lists/ (where all logs are kept) to
/var/log/tob and would prefer to change that directly in the code. I had some
nice mails with the author in December, and then all of a sudden never heard
from him again, despite reminder mails.

So again: someone with a tape drive and mild bash(1) scripting knowledge
might take this a nice package to work with. I have too much on my plate
already, and school is really bad right now.

[1] top is a very nice, small, configurable bash script for tape backups.
Floppies or remote backups work as well. Can use tar or afio; both with or
without compression. I have been using it for almost 18 months and really
like it.
