I'm puzzled, I have to admit.  Why do you want to include the file in
the .deb file at all ?  It seems to me that the best thing would be
just to manage it entirely using the postinst.

If you create the file in the postinst, rather than putting it in the
.deb file and listing it in conffiles, you can do exactly what you
want to do without dpkg ever interfering.
