Bug#2871: vipw depends on vi

The vipw/vigr binaries try to execute /usr/bin/vi unless the EDITOR
environment variable is set. But it doesn't depend on vi and vi may not
exist. I think these binaries should call /usr/bin/ae by default, since this
one is guaranteed to exist.
