Bug#2831: timezone conffiles vs. postinst

I just realized I was not receiving bug reports (tricky procmail...)

Responding to your original report, after giving it some thought I
decided that a configuration file immune to package upgrades was needed.
I called it /etc/timezone, which I find reasonable. So the situation
regarding time zones is the following: if you have the file
/etc/timezone, then your time zone is set to whatever time zone that file
points to. If you don't have it, then the timezone package has no means
of knowing your time zone, so local time is assumed. That is the meaning
of the Factory entry, your time is set to the hardware clock time.

Why do you think that is wrong?

Fernando.
