I am loath to arbitrarily disable a terminal capability for all
programs in order to stop a single broken program from misbehaving,
which is what your bug report would seem to be asking.

If you have a moment, could you please see if elvis displays the same
broken behavior if the ic capability is present in the termcap file?

If so, I think this bug should be reassigned to elvis, since it would
seem to be the place where the actual incorrect processing is
happening.
