Bug#2829: emacs: gdb says: slashes aren't allowed (/etc/termcap)

I know 2 different ways to solve this problem:

1) start emacs in an environment where TERMINFO is defined appropriately.
2) remove your /etc/termcap.

I don't know enough about terminfo/termcap to guess why these work.
Could someone explain?  Both also solve the problem of emacs creating a
~/.terminfo tree.
