Maybe not.  Will the following work?  If so, then you're right about no
need for a virtual package.

xbase - Depends: cpp
netstd - Depends: cpp
cpp - Conflicts: gcc
gcc - Conflicts: cpp, Provides: cpp

I wouldn't want to do it myself.  I see you're the maintainer of every
important development package.  Perhaps I can just help you with it?  A
question - are you simply repackaging the stuff from tsx-11?  I believe
that's the not the case for libc, right?  You're taking certain parts
of libc-5.3 into our libc-5.2.  If you are largely following H.J. Lu's
releases, I'd be willing to help you more.
