Bug#2822: Some minor glitches with the inn package

The base installation isn't perfect (it seems to work well anyway!):

/etc/news/control.ctl:0: mode 644, should be 440
/etc/news/expire.ctl:0: mode 644, should be 440
/etc/news/hosts.nntp:0: mode 640, should be 440
/etc/news/inn.conf:0: owned by root, should be news
/etc/news/inn.conf:0: in group root, should be news
/etc/news/inn.conf:0: mode 644, should be 444
/etc/news/moderators:0: mode 644, should be 444
/etc/news/moderators:16: starts with whitespace
/etc/news/newsfeeds:0: mode 644, should be 444
/etc/news/newsfeeds:0: ME entry accepts all incoming article distributions
/etc/news/nnrp.access:0: mode 640, should be 440
/var/lib/news/nntpsend.ctl:0: mode 644, should be 440
/etc/news/overview.fmt:0: mode 644, should be 444
/etc/news/passwd.nntp:0: mode 640, should be 440

innreport and scanspool are not included in the distribution (mentioned
  in inn-Install.ms)
makegroup asks "Send, abort, edit?" but "Send" doesn't work ... one must
  use "send".  I guess that's because it's at the beginning of the
  sentence :)
no man page installed for ctlrun, expirerm, inncheck, innlog.awk, innstat
,innwatch, makegroup, scanlogs, sendbatch, tally.control ,tally.unwanted,
and writelog.
