Bug#2785: Timezone has static library?

Imagine my suprise when I went to install my new libz1-dev package
only to get this message:

# dpkg --install libz1-dev-0.99-1.i386.deb
Selecting previously deselected package libz1-dev.

Unpacking libz1-dev (from libz1-dev-0.99-1.i386.deb) ...
dpkg - warning, overriding problem because you used --force:
 trying to overwrite `/usr/lib/libz.a', which is also in package timezone
Setting up libz1-dev ...
#

I cannot imagine what business timezone has with the file
/usr/lib/libz.a.
