/usr may be truly immutable - it may be mounted from a CD-ROM, and
packages may be pre-installed. The user has to be able to re-configure
if that's the case, which is why some things do belong in /var . In
the case where reconfiguration should be rare, what belongs in /var is
a symbolic link back to /usr .
