Even if none of the files change, the directories themselves
are changing when files are added or deleted (not to mention the changes
to those new files).  My point was that if /usr was mounted
read-only (like from CD or an NFS read-only export) then it would not
be possible to add files.  Root's abilities don't mean sequat in those
situations.

As for where to store the writeable data, that is personal preference.
I personally dislike "/home" because that is for users.  If it isn't
in the password file, then it shouldn't be in /home.

I believe that these should be in /var which is, after all, the
variable part of /usr.
