Yes, but the user *knows* that they upgraded the kernel and kernel
headers.  My original take on this was that people compiling packages
should either have the debian supported kernel headers, or not be
surprised when they have problems.

But still, I think you're right.  Having the headers in the libc5-dev
package would be an improvement, solving more problems than it causes,
especially since it doesn't affect kernel compiles, and since you can
override it when necessary.

So I'll shut up now :>
