Bug#2716: dpkg-1.1.5aout package build problem

I reported this as a bug against dpkg-1.1.3, and the bug
report has been closed.  Unfortunately, possibly due to my
current non-receipt situation with debian-devel messages,
I didn't see the response.  I've been unable to get good enough
connectivity to the UK buglist to check the closed bug for info,
and the US buglist mirror is badly out of date.  I see that the
same problem I reported for 1.1.3 exists with 1.1.5aout, so I'm
re-reporting it.

Here's my problem:

The permissions look like 0640 to me, and (0555 <= 0640 <= 0775).
