Bug#2685: fvwm removes local configuration file

Ok, if /tmp is full when fvwm tries to write its copy of the fvwmrc
file, it falls over badly, and bombs out without replacing
~/.fvwmrc. I've managed to reproduce it.

I'll look at fixing it later today.
