Bug#2682: Zoneinfo library has a name-clash with compression library

Both libraries, the timezone and the gzip compression library, call their
archives libz.
Suggestion: the timezone library should be renamed into libtz.a.

Background:
The gzip compression library is used by the PNG (Portable Network Graphics)
library, which is used by various applications, e.g. WWW-Browsers (arena).
