partly arch-independend packages and dchanges 3.0

Hi!
how should packages like ncurses be handled, which create multiple
binary packages, some of them arch-dependent, some not?

i would propose that the architecture field of the .changes file
is of the form:

Architecture:
 file1...all.deb: all
 file2...i396.deb: i386
 file3...tar.gz: source
