Bug#2664: dselect problems with dpkg-1.1.3

dselect(1) comes up asking for ^N, ^P, cursor keys, or initial letter
for menu item selection.

^N and ^P and initial letter work on the initial menu, cursor keys
do not work.

[A]ccess comes up positioned on the cdrom selection, and I've not been
able to get it to position off that to select the mounted selection
and attempt a system upgrade using dselect.

This is on my working system -- a hodgepodge of 0.93 and 1.1.
The ncurses packages from 1.1 are installed.  I've tried it
with and without a /etc/termcap file installed.
