Bug#2596: install-info (v1.1.2) creates bad emacs section

install-info has not changed one single byte since dpkg 1.0.0
(released on the 1st of October last), and according to my Changelog
file I haven't changed it since last July !

I think the bug must be in Emacs - it is probably invoking it
incorrectly and/or with corrupted info files.

I'm going to reassign this bug to Emacs.
