Bug#2647: cvs tag on nonexisting directory

$ cvs tag TEST non_existing_dir
cvs tag: cannot open CVS/Entries for reading: No such file or directory
cvs: rcs.c:846: RCS_getversion: Assertion `rcs != ((void *)0)' failed.
IOT trap/Abort (core dumped)
The first line of the error message is ok but cvs shouldn't dump core
if the directory does not exist. It works if the directory exists.
